திலீபன் மருத்துவமனைக்கான நிரந்தரக் கட்டடம்

வடமராட்சி கிழக்கு - ஆழிய வளையில், திலீபன் மருத்துவமனைக்கான நிரந்தரக் கட்டடம் அமைக்கும் பணிகள், துரித கதியில் நடைபெற்றுவருகின்றன.
இந்த வைத்தியசாலைக்கான நிரந்தரக் கட்டடத்தை அமைப்பதற்கு - தமிழர் புனர்வாழ்வுக் கழகத்தினரும், வடமராட்சி கிழக்கிலிருந்து இடம்பெயர்ந்து, வெளிநாடுகளில் வாழும் புலம்பெயர்ந்த தமிழ் மக்களும், நிதி உதவியை வழங்க முன்வந்துள்ளனர்.

சுமார் 30 இலட்சம் ரூபா செலவில் அமைக்கப்பட்டுவரும் இந்தக் கட்டடத்திற்கான அடிக்கல் - கடந்த மே மாதம், தமிழர் புனர்வாழ்வுக் கழகத்தின் நிறைவேற்றுப் பணிப்பாளர் றெஜியினால் நாட்டப்பட்டது.
இந்த வைத்தியசாலை - தற்போது தனியார் கட்டடமொன்றிலேயே இயங்கிவருகின்றது.
தியாகி திலீபன் மருத்துவ சேவையினரால், வைத்திய வசதிகள் குறைந்த பத்து இடங்களில், மருத்துவ நிலையங்கள் அமைக்கப்பட்டுள்ளன. இதில் - ஆழியவளை திலீபன் மருத்துவமனைக்கே நிரந்தரக் கட்டடம் அமைக்கப்பட்டு வருகின்றது.
இப்பகுதியில் நிரந்தரக் கட்டடம் அமைக்கவேண்டுமென்பதில் - கடற்புலிகளின் சிறப்புத் தளபதி,
அக்கறையுடன் செயற்பட்டு வந்தமை குறிப்பிடத்தக்கது.

One-day workshop of pre-school education

The Tamil Rehabilitation Organization (TRO) organized curriculum formulation for training pre-school development co-ordinators in the northeast province at a one-day workshop on Friday at the North East Provincial Guest House in Trincomalee. The Provincial Education Ministry Secretary Mr.R.Thiagalingam inaugurated the workshop.

The Pre School development Centre in Killinochchi conducted this work shop with the financial assistance of FORUT and TRO.

Provincial Education Ministry Secretary Mr.Thiagalingam said powers to administer pre-schools have not been devolved to provincial councils. However North East Provincial Education Ministry has appointed assistant directors of education to supervise pre-schools in the province.

Tamil Rehabilitation Organization Planning Director Mr. Lawrence Christy said the Pre-school education plays a vital role in the development of a child. Also he said UNICEF in the year 2001 spent ten million rupees for the pre-school development in the Vanni region. The TRO is now negotiating with the UNICEF to launch a project to develop pre-schools in the entire northeast province in this year .

FORUT Programme manager Mr. Simon Weatherbed and Ms Jeya Thambiah also spoke.
Assistant Directors who are in charge of pre-schools and primary schools in Trincomalee, Batticaloa and Amparai participated in this workshop.


Second ice factory opens at Point Pedro.

A second ice factory was opened at Point Pedro on Friday 18.07.2003. The factory was built with the aid of the UNDP at a total cost of three million rupees.

Vadamarachchi North Fisheries Co-operative Society Secretary Mr P. Suriyakumaran presided over the ceremony. Assistant Director of Fisheries Mr. A. Joseph, Tamil Rehabilitation Organization (TRO) and UNDP's Jaffna district representative Ms G Sivapathasuntharam also participated.

On this occasion Assistant Director of Fisheries, Mr. A. Joseph said "Though 11 ice factories were operating in the Jaffna peninsula prior to 1990, only 2 are operating now, and the resulting lack of ice supply is causing great hardships to the fishermen of the Jaffna district. No assistance has been provided for the development of the fisheries sector in the Jaffna district by the Sri Lankan state since 2000, and international non-governmental organizations have come forward to develop the fisheries industry in the peninsula".

Tamil Rehabilitation Organization (TRO) said they have taken steps to also reopen the ice factory at Katkovalam, which has remained closed due to the war situation, and build a new boat-building yard. Fisheries said "There were three ice factories at Katkovalam, Myliddy and Polikandy, producing 10, 50 and 15 metric tons respectively of ice daily before they were closed down due to the war situation. The UNDP has taken steps to distribute 132 catamarans, 30 big fibreglass boats and 6 small fibreglass boats among fishermen, and action has been taken to supply them to each of the fifteen fisheries co-operative societies in the Vadamarachchi division."

Transit Center foundation in East Muthur

UNICEF Sri Lanka representative, Ms Chris Watkins, laid the foundation stone on Friday 18th July 2003 for a Transit Centre which is to be constructed in LTTE-controlled area in East Muthur. The Transit Centre is the second of three to be established in the North-East as part of a project to address the needs of children affected by the war which is being jointly implemented by Tamils Rehabilitation Organisation (TRO) and UNICEF.

In a ceremony conducted by TRO planning officer Mr Kalaivarner, the national flag was hoisted by district leader of the women's political wing Miss Karunja. Other guests at the ceremony included TRO Executive Director Mr KP Reji, LTTE Trincomalee district political wing leader Mr Thilak, Coordinator of TRO Colombo Mr Chandru, TRO Trincomalee Director MR K. Mathavarasa and UNICEF Trincomalee representatives Kapiriyela and Kristina.

In her address, Chris Watkins of UNICEF said that the purpose of the Centre was to give a firm future to the children who have been affected by the war.

TRO Executive Director Mr Reji added that this project was one of ten projects comprising a broad plan in improve the prospects of war affected children in the North-East. He said that the implementation of this plan should not be subject to any political influence, and that the plan had been developed with the full cooperation of the LTTE and the Government of Sri Lanka.

Sri Lanka Monitoring Mission met TRO

Members of the Sri Lanka Monitoring Mission (SLMM) including Chief Tryggve Telefsen and Liaison Officer Nils Levilundin met with representatives of Tamils Rehabilitation Organization (TRO) in Kilinochchi yesterday, Tuesday 15 July 2003. The team SLMM then visited a number of facilities run by TRO including White Pigeon, Children's homes and a Training College.

At the White Pigeon prosthetic centre, TRO Colombo Co-ordinate Chandru Para-rajasingham explained that indiscriminate use of land mines in northern Sri Lanka is the principal cause for loss of limbs. The TRO took over the management of White Pigeon in 1999. Prosthetic limbs are manufactured with mostly locally available raw materials, the limbs being made of wood and recycled aluminium, the fitted limbs provide sufficient mobility for the recipients to carry on with their day-to-day activities.

The SLMM team then visited children's homes Gurukulum and Ghandi Nilayam which are home to many children have lost their parents in the war. At these homes, TRO ensures that the children receive nutritious food and have access to education. The children attend local schools and many have attained high academic achievements, with a number going on to university.

A vocational training center run by TRO was the site of the next visit. Technical training programs established by TRO, target the young, displaced and unemployed and cover a range of areas. At the site visited, the team was able to observe and advanced dressmaking class in progress and examine some of the items produced.

The SLMM team expressed appreciation for the introduction to TRO's activities in the North and East of Sri Lanka. They congratulated TRO on the enormous help it is providing to the developing nation and undertook to keep in touch regarding ongoing development. Chief Tryggve Telefsen expressed his warm wishes to TRO for future activities.



Computer Training Centre opens in Badulla

A computer Training Centre sponsored by the Socio Economic Development Organisation was opened in Badulla yesterday 12 July 2003. The Centre will initially cater for 50 students, using six computers acquired with the assistance of the Tamils Rehabilitation Organisation (TRO).

In his opening address, Project Director Mr Krishnasamy said that the centre was initiated by TRO's Executive Director, Mr KP Regi when he visited Badulla last year, and pledged to assist in the establishment of a computer training school for the Tamil speaking people of Badulla.

Mr Chandru Para-rajasingham, Coordinator of TRO's Colombo office unveiled the name board and cut the ribbon to officially open the Centre. Mr Giritheran from TRO Switzerland was a special guest speaker at the opening.

The TRO has pledged to continue to support the centre and will undertake to acquire additional computers for the future expansion of the Centre.



200,000 mines removed by HDU - report

Humanitarian Demining Unit (HDU), the land-mine removal arm of the Tamil Rehabilitation Organization (TRO) operating in Vanni area, has removed and destroyed 182,944 landmines, a report issued by the HDU said.

HDU has constructed security fences around 8,713,415 square metes of area in 219 different regions out of the estimated 1,419,861,357 sqm (~1.5 billion square meters) of mine infested area in the Vanni region, the report further said.

HDU has cleared landmines, facilitating resettlement and safe use of 41,225,228 sq.m of land area, the report said.

During May and June months alone, HDU removed 5355 landmines. HDU's work is primarily concentrated in areas recovered from Sri Lanka Army (SLA) control, noted the report.

Tamil Rehabilitation Organization (TRO) which is supported by Tamil expatriates around the world, provides the necessary funding for the operation of the HDU.

TRO officials said that HDU's operations are to be expanded to cover areas in Batticaloa district.


TRO sponsored Children's Park opens in Kilinochchi

A children's Recreational Park for use by children who lost one or both of their parents in the war and who are currently being cared for in homes Gurukulam, Gandhi Illam was opened Monday in Kilinochchi. The children homes are run by Tamil Rehabilitation Organization (TRO) which also provided the financial support for the Recreational Park, according to Reggie, Head of TRO.



Trinco TRO launches housing project in Paththinipuram

The Tamil Rehabilitation Organization (TRO) in Trincomalee Monday launched a housing project for the resettled families in Paththinipuram, a hamlet in Tampalakamam division and Liberation Tigers of Tamil Eelam (LTTE) Trincomalee district political head Mr.S.Tilak Monday around 12 noon laid the foundation stone for the first house to be constructed, sources said.
Tampalakamam is located on the Trincomalee Kandy highway, about 22 k.m. west of the eastern port town.

In the first phase ten houses would be constructed, said the Trincomalee district director of TRO Mr.K.Mathavarajah.

Members of the Board of directors of the TRO in Trincomalee Messrs S.Kumarakurubaran, Ms Kamalathevi Thillainathan, Sahul Hameed, TRO Trincomalee project officer Mr.Kalaivarnan, Engineer Mr.Anton Wijekumar and several village level officers participated in the foundation-laying event, the sources said.

Each family in Paththinipuram possesses two acres highland and two acres paddy lands. Paddy lands are located under Kadawanaikulam across the main road that separates Paththinipuram village. However, resettled families are unable to cultivate their paddy lands as the Sri Lanka Navy (SLN), which has its detachment at Kalmuddiyankulam, a few kilometers away from Paththinipuram, says that the area under Kadawanaikulam comes under its high security zone.

SLN supplies drinking water to its naval headquarters in Trincomalee town from Kalmuddiyankulam.


Transit Centre to assist children to return home

The foundation stone for the first of three Transit Centres planned for the North East was laid today at a ceremony in Kilinochchi. The Centres will form a key part of a project for the release and reintegration of underage recruits and children seeking recruitment, which is being conducted by the Tamils Rehabilitation Organisation in partnership with UNICEF.

The Centres will provide temporary accommodation and support services for children released by the LTTE, while steps are taken to ensure that their physical, emotional and educational needs are met when they return to their families. Other centres will be established at Trincomalee and Batticaloa later this year.

The project has been developed in consultation with the LTTE who have undertaken to ensure that no under aged recruitment takes place, and who will progressively release children currently in their care to the Transit Centres.

This forms part of a programme consisting of 11 sub projects - "Children affected by war"


Regional Mine Action Office opened in Kilinochchi

A Regional Mine Action Office for LTTE-controlled areas in the North East was opened today in Kilinochchi by the Tamils Rehabilitation Organisation (TRO).

The office will provide a central coordinating point for mine action activities including Humanitarian Demining, Mine Risk Education and Victims Assistance Programs. It will also facilitate the development of information collection and management activities, and a formal Quality Assurance Program for demining.

The opening ceremony was attended by representatives of local and international Non-Government Organisations (NGOs), the Government of Sri Lanka and the LTTE.

Acting Director Mr Chandru encouraged international demining agencies working with the TRO to use the office as a focal point for administration and coordination of demining activities in the North East.

NGOs represented at the ceremony included Norwegian people’s Aid (NPA), Swiss foundation for Mine Action (FSD), Mine Advisory Group (MAG), Danish Demining Group, (DDG), Halo Trust, United Nations Development Program (UNDP) and United Nations Children's Fund (UNICEF).
